Are huskies (or dogs in general) able to insulate themselves from the cold of winter and from the heat of a hot summer's day as well?

This question got us hot under the collar. Can you help?

Dogs often shed their hair when the seasons change, adopting a thicker, more insulating (and sometimes better-camouflaged) winter coat.
That allows them to "to insulate themselves from the cold of winter and from the heat of a hot summer's day", but not  in the same season.
