As far as my knowledge goes...
Vaccination Efficacy & Efficiency are tested & recorded in conjugation between the Vax Manufacturers & WHO.

The World Health Organisation watches over raw data & test results.

WHO monitors the whole process.

Now coming onto Sputnik V(Russian) & Sinovac(Chinese)

P.S. - Geopolitical Mistrust can be felt Internationally.
Even after Foreign vaccines arrive at airports, the whole batch is further scrutinized & tested for variable faults.
( Imagine a warmongering expansionist communist State shadowing the Goodness of Vaxx & rather providing Impotency Injections. )

Sputnik should have a lot of similarities to the Johnson & Johnson vaccine as well as the AstraZeneca vaccine, but is being delivered with a 2 dose regimen. 

Moscow is claiming as high as 91.6% efficacy (https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(21)00234-8/fulltext) which puts it on par with other vaccines.

It would seem like by now we could do real-world efficacy studies.  Hard to do a true randomized study, but one could compare different vaccines given to the same population. 

One should also be able to compare the vaccinated and unvaccinated people in a population.  I am disturbed by the number of breakthrough cases in my state, but with 1/3 to 1/2 of the population vaccinated, the total number of breakthrough cases is about equivalent to the number of cases and deaths in a single day, and that is continuing day after day.

Effective is different for each person's viewpoint in my opinion. Astra zenica is 100 percent effective from stopping deaths according to the US study, but only 60 per ent effective at total prevention, but really the stopping of deaths is the important bit. The China vaccine is apparently 60 percent effective, yet has made no impact on the mortality rate in Chile as of today, with 40 percent totally immunised.

Given that 2 in 3 people never know that they had corona, the 60 percent figure of total effectiveness begins to look questionable.

Good Point P.C. !
I was thinking on similar Terms.

Out of a group of 100 people, almost 50 could be Asymptomatic.
& 30 could Stay at Home & recover.

Remaining 20 people...might require Hospitalisation.
10 in ICU & 10 on Ventilators.
5 might eventually Succumb.

So...even if these 100 folks weren't Vaccinated, Still the Mortality Rate remains at 5%.
Hence even without a Vaxx...95% or 90% efficacy + efficiency.

Those figures are likely from the trials of a few thousand subjects, potentially chosen for certain characteristics.

On May 6, Oregon published their "breakthrough" data. (https://www.oregon.gov/oha/covid19/Documents/DataReports/Breakthrough-Report-05-2021.pdf)

1.3 million people who have completed their vaccine series against COVID-19.
611 COVID-19 vaccine breakthrough cases through May 3
8 deaths.

We only are using Pfizer, Moderna, and J&J, not AstraZeneca, and the data wasn't reported by the vaccine brand/type.

That represents about 1/3 of the state population with "completed" vaccinations.  I don't have access to person days included in the data, but one could probably calculated it.

Nonetheless, on that day, Oregon also reported 763 new COVID cases and 5 deaths.

So, the entire breakthrough cases for 4 months worth of vaccinations and cumulative 1/3 of the population was equivalent to about 1 day worth of infections/deaths.
