Protons can't transform into neutrons spontaneously. You'd have to have some source of extra mass (or energy) in order to allow such a change to take place. One such source could be an election, as in electron capture: https://en.wikipedia.org/wiki/Electron_capture

I don't agree......They can temporarily from one upper level to the lower within the levels!..... Prohibition is like saying an electron can be simultaneously in two energy levels! ….I don't agree with statistical mechanics!.....But, that said, which again I'm more than most likely wrong, as usual!....I don't want to get sidetracked here ......My question here, is electron capture actually introduced?....

Well that's too bad, because quantum mechanics is the model currently supported by the evidence.
