A team of British journalists with the BBC got a facebook message from some dude in my country saying he has two working penises. With the same journalistic ferociousness usually reserved for investigations into genocides and war, etc., they decided to send a team of reporters to the former Thirteen Colonies to investigate. They said they saw his two penises but couldn't give 100% verification on his claim that they are both fully functioning, as they asked him to pee or masturbate for them, but he declined.

Not impossible since people are born with pieces of a twin who was absorbed during the pregnancy, commonly an extra limb.
Could a second penis be as functional as the other? Depends on the nerve supply and whether its urethra is routed to the bladder and so forth.
