Title: If space is still expanding, could not space itself account for dark matter?

Could dark matter be compacted space similar to out of balance pressurised gasses, space compression is seen in gravitational waves, you do not notice time dilation in a gravitational well, but observed from outside it is noticible. Space is expanding still for no apparent reason than dark matter/energy.
