If the Duke of York had done what is alleged, I'm flummoxed by the fact that he has only received little comeuppance. Perhaps no hard evidence? Did he buy himself out of it? Does the House of Windsor have a "Get Out of Jail Free" card in its possession?

Innocent until proven guilty. And so far, no court appearance, IIRC.

If the Duke of York did have sex with the women in question, it was indeed a crime of child rape as the local law decrees that the women can only give consent if she is older than seventeen.
In most states the age of consent is sixteen or less so that no crime would have been committed, what normally happens is the women is prepared to accept a substantial sum of money to deny sex took place and everyone is happy but for some strange reason the duke resisted making any payment.
