Why is ownership of samples of lunar material restricted (as per the report)?

Everything NASA got from the moon is owned by the US government.
So unless the US government sold it at some point, (or gifted it), it must be stolen.

US government did legitimately sell it to the punter, (via forfeiture.gov), not realizing the bag had been to the moon.

The bag is torn (see video (http://www.chicagotribune.com/news/local/breaking/ct-nasa-moon-dust-bag-met-20170228-story.html)) so not usable as a purse / bum-bag  :)
