I had a brief look and couldn't find a reliable answer - perhaps someone could scrutinise the present edition of the Guinness Book of World Records for us?

I know that there are people suggesting that a good form of power generation would be to fly a kite  made up of several wind turbines in the jet stream which is 20-30 000ft up

Richard P Synergy flew a kite to an altitude of approx. 4422m (14509 feet) above the point of take off (Kincardine, Ontario; CANADA)on Aug 12 2000.
