Is it really such a surprise? Considering most machines from sweet factory production lines to car manufacturers use windows why not banks?
Considering most banking systems don't use Windows, I think it is suprising.

They will probably be using a Windows based server which is quite common, otherwise its Unix.A lot of our U.K. Govt. departments also use them, the DWP for instance.
