When defrosting frozen milk, what melts first, the fat or the water, or both?

 I always thought the water portion melted first, because when I freeze it, it seems to separate and what comes to the top I thought was cream... and the portion below looks thin and watery... so I have to shake the icy part up on top part to make the milk look normal again and taste better..Just my assumption though........ the still frozen Icy portion seems to be cream and melts last. I believe.
