Would have been easier and a damn site quicker to have just jumped out of the window, unless the room was on the ground floor.

Perhaps the reference to coastline is in proportion to the state itself, ie. Hawaii is completely surrounded by water, therefore 100% of its border is coastline. Alaska has a border with Canada, therefore less than 100% of its border is coastline. Also, the question was which state is surrounded by the most water, and because Hawaii is surrounded by the Pacific Ocean (the largest ocean in the world) then it sortof wins.
