I believe so. If by 'sensitive' you mean reactive. There is a physical reaction in mothers that listen to babies (even not their own) cry, scream (sounds, I guess).There is some suggestion that a baby cries in the mothers 'tongue' because of exposure to her voice in utero. http://news.bbc.co.uk/2/hi/8346058.stm
Babies are more reactive to the higher pitched voices (and other sounds).Hence the high-pitched baby-talk voice adults adopt when trying to elicit a responce from baby.This may be due the tiny baby eardrums having a high resonant frequency, so they are relatively deaf to low frequencies.
