Why is head hair soft, but other hair wirey?

Why is head hair soft, but other hair wirey?

Gerry asked the Naked Scientists:
   
How comes head hair is soft and silky, whereas pubic hair is wiry? 

A couple of weeks of longitudinal study on one subject shows that this is not due to hair products, so what is the difference and why?

    I suspect it is a matter of the diameter.
