What is the meaning of effective resistance?

AC circuitry has a bit different prperties than a static resistance, it is more dynamic.
 Instead of the term only "resistance" the dynamic term is reactance. Coils and Capacitor loads are frequency dependent. This is an "effective resistance." All three types of loads work together by design.

Could the correspondent have in mind the radiation resistance of an antenna which is a measure of the efficiency of an antenna much shorter than a quarter wavelength and can be very low as the impedance is largely capacitive
