If you wanted to cover a Fukushima reactor buildings with a material?

If you wanted to cover the Fukushima reactor buildings with a material to stop particle and radiation release what would the best material be?

I am asking for quick to manufacture material, to assist the current crisis, to wrap the buildings like a tea cosy or tent.

What would the best material be to do that? A material easy to place over the buildings, light enough to lift over the top, tightly fitting yet easily cuttable for a door to be made(yet you could preform one), and would be good against heats, steams, particle releases and radiation releases?

Doesn't have to stop all the Gama radiation, just limit it? What material do you suggest?
