I've heard of obviously vacuum packing something  , anti-mate ( dog repellent) coffee which is probably useless.

If you plan ahead...  it takes about 2 years to cure a wheel of Parmigiano,   So, if you could have a well sealed packet of drugs.  Put it inside a wheel of Parmigiano...  and 2 years later you'd have a perfect hiding spot.

At least that is in theory.  I'm not to be held accountable if you get tripped up by the border police. 

I would imagine that the custom's agents would be aware of the different types of food that would be commonly used to mask the smell of drugs.  Or, perhaps other methods of doing it, so random checks would still be possible, especially if you are not a regular importer.

And, keep in mind what is available.  Parmigiano might be great for shipments originating in Italy, but might not be appropriate for shipments originating in Columbia.

Also, what is invisible to a dog might not be invisible to X-Rays.

I suspect that, over the course of 2 years, enough of the odour of the dugs would diffuse through the cheese that the dog would detect it anyway.

But, if you are writing fiction it doesn't matter.

Does odor diffuse through a sealed package like helium diffuses through a balloon?
Or are the smells being picked up due to contamination during packing?

Or, perhaps a combination of the two?

I've seen an episode of Mythbusters on how to trick drugs sniffing dogs, and apparently what worked best was simple meat, preferable prepared so it has some aroma too.
It would not prevent the dog from detecting the drugs you carry, but he would be more interested in the meat than the drugs.

What also helped was urine of a female dog in heat. That caught the attention of the drug hound as well, making it hard for the dog to focus. (Urine of a female dog that wasn't in heat worked to a far lesser extent)

I have only one thing to say, if there is a genuine, viable means by which to prevent a dog detecting drugs or explosives in a suitcase, it would be irresponsible to put such information into the public domain. So if there is a method and you should stumble upon it, keep it to yourself eh!
