I think it's impossible in one step.
Maybe, it will work:
1) In a solution there are [tex]NH_4OH[/tex], [tex]H_2O[/tex] and [tex]NH_3[/tex] ([tex]NH_4OH ↔ NH_3 + H_2O[/tex]). If you'd can remove impurities...
2) Then
[tex]4NH_3 + 5O_2 = 4NO + 6H_2O[/tex]
[tex]2NO + O_2 = 2NO_2[/tex]
[tex]4NO_2 + O_2 + 2H_2O = 4HNO_3[/tex]
3) And then you can make all nitrate salts from [tex]HNO_3[/tex].

P.S. But I'm not a chemist.

Any aqueous oxidations of ammonia or ammonium salts I have come across lead to formation of nitrogen gas, not nitrate...

Then Bacteria have better laboratories:

Yes. Enzymes can do remarkable transformations. Unfortunately, as far as I know there is no known way to this reaction in one of our labs...
