I think it's impossible in one step.
Maybe, it will work:
1) In a solution there are e1c6b3a2ece1335b94d9a625beb22b2e.gif, 45e46989e3704bc2ba0899724acdca5c.gif and 12350202d6efb1554c9bcc571957851c.gif (896a1b4c1795734f2cc1c72d8006d7e3.gif). If you'd can remove impurities...
2) Then
b2db47ab65f4a59f788a2e57c7f139b7.gif
ac7e44770a32f1a6234cddc6ee08163c.gif
408806235138d568ee7feec435b683c7.gif
3) And then you can make all nitrate salts from 1764651a5f2260118fd79d8f7903794e.gif.

P.S. But I'm not a chemist.

Any aqueous oxidations of ammonia or ammonium salts I have come across lead to formation of nitrogen gas, not nitrate...

Then Bacteria have better laboratories:

Yes. Enzymes can do remarkable transformations. Unfortunately, as far as I know there is no known way to this reaction in one of our labs...
