It has been reported that there is an overlap between the areas where many cases of microcephaly have been reported and where Pyriproxyfen has been used.

Pyriproxifen is a larvicidal chemical added to water to prevent mosquitoes breeding. It has been added to water supplies in Brazil for about the last 18 months. Some have claimed that the presence of this chemical can cause microcephaly, although the Brazilian government have refuted this claim.
Here's an update on the story:

From a pharmacodynamic standpoint.... I'm thinking it's merely coincidental, as the mutagenicity/teratogenicity profile of pyriproxyfen clearly indicates it's not the culprit.

In terms of the etiology of microcephaly, new research has identified pathogenic mutations in the MCPH1 & CASC5 genes, as well as mutations in SPATA5.
MCPH1 mutation

CASC5 mutation

Sounds like a diversion to create confusion about the origins of the microencephaly...
