Is the mind intended to serve the will?

The most fundamental and universal implementation of will is surely the will to live. This does not require a central nervous system as plants, octopuses and single-cell flora and fauna demonstrate it.

The brain gives us advantages in realising the will to live by allowing animals to evaluate alternative strategies.

You can think about and control your breathing, but you carry on breathing even when you aren't thinking about it - the system responds very quickly to increased CO2 levels, which is why mouth-to-mouth resuscitation (and anesthetic rebreathing)  is so effective - your exhaled CO2 triggers the patient's autonomic response. Likewise the heart.
