Perhaps alan means this:
Theories start with an idea.  Such as, that the planets "ought" to orbit in circles. Because circles have a pleasing symmetry. They are, so to speak, "perfect" examples of a geometrical figure.  And surely only "perfection" would be satisfactory to God, when he designed the planetary orbits.

This idea was so utterly appealing, and compelling, that it dominated Astronomy for 1,500 years. Even pioneering astronomer Galileo thought that circular motion was the natural order of the Universe.

Unfortunately, that turned out not to be true.  It took Kepler to discover that the planets actually revolve in lop-sided ellipses.

It is very simple really , facts are things that are without doubt a truth , theories do not necasarily provide truths . Theories can be speculative with some truths but not all the facts .
