Does anyone know why these signs are divided?

Hi there,
During a recent trip, I saw many of those "Ice on bridge" signs. I've been wondering why all of them are divided into two pieces. Here's a pic: newbielink:http://www.flickr.com/photos/mirtai/414419368/in/pool-azwonders/ [nonactive]

Does anyone have an explanation?

It's quite possible that they're hinged so that in warm weather the top half can be folded down. It would be a bit silly having a sign like that when it's 90 degrees!

In some cases, when you drop the top part, there is another sign behind it. Probably a target, if it was in Hicksville.

When you fold it down it says 'Do not fold this sign'
