In reality, the first "public" toilet would have been wherever mankind was pooing when the term "public" was first coined. This was 1436 in the UK, or 1311 in France. The Romans (what did they ever do for us?) had communal toilets where politics and so on would be discussed. I'm sure that the first copy of "The Far Side" can be seen in one of these!

Wasn't there a Roman Emperor who put a tax on them ?  Vespasianus, if I'm not mistaken - hence the French name for public toilets :  "vespasienne".

I know the toilet seat was invented by an Irishman. But it was an Englishman who put the hole in it  [:D]

I know that there were some pretty neat toilets in Ancient Rome.  They had large rooms with benches with holes.  You would sit and do your thing, while chatting with your friends.  And they would see if you had any issues, which kind of disgusts me, but whatever.
I always say, "The internet knows" when someone asks a question I can't answer.  I think that you have to define what a toilet is before you search for the creator.  Do you mean a place where humans deposited their waste?  Or a flushing toilet?

Did they just set it adrift after the deed was done or what? Surely they did not attach a rope and let it out and pull it in to use it then adrift to get away from the odor?????
