no it isn't !!..at different pressures water boils at different temperatures....i think the lower the pressure ie: at the top of a mountain the lower the boiling temperature....ok ?...good !

Simply no
If it is pure and at 1 atmosphere and there are large numbers of nucleation points then yes it will boil at 100 degrees Celcius.
You can increase this temperature by increasing the pressure - hence why you use a pressure cooker - thei increased temperature increases the speed of the chemical reactions involved with cooking.
Dissolving things in the water will increase the boiling point - this is why as water boils off as you make toffee the temperature increases up to 120C or so, and why adding salt to the water will make food cook quicker.
Also if the water is in a clean container with no places for bubbles can form you can super heat the water to above 100C because even above 100C a bubble has to fight against surface tension to form so is only stable when quite big, so you can have water that will boil if you shake it too violently or add some sugar or something to start off the bubbles - this is why you should be careful heating drinks in the microwave as you can superheat the water then get a facefull of boiling water as you stir them...
