Bored chemist : The earth, for the most part, acts as if it is (part of) the infinitely large conductor that is used in defining self-capacitance. The inverse square law means that the earth's effect is often rather small so your assertion that " it must significantly affect the electrical capacity of all conductors " depends strongly on what you mean by "significantly". It's often going to be an insignificant effect.
