If I place my device on a disk in rotation:
at start:

The red axis is fixed to the ground.
During the deformation of the device the gray disk had turn of 10 rounds for example.
at the end:

At the end if the numbers of turns of the gray disk is not an integer during the time my device is deformed:

Like that the black arm has 2 rotations. Like my device has no mass, I don't care about centrifugal forces. The black arm could be in the same rotation than the red axis. The torque on the black arm will work more.
My device is a deformation in translation, when I place it on the gray disk, the deformation don't need/cost more energy because it is in rotation on the gray disk.
With A3 not in A4:

And better with an angle different of the black arm than the lateral wall, like that the torque on A3 from the springs because there is the white shape is cancelled but not the torque on the black arm:

And I can filled the device with a lot of half disks like that the torque from the springs is cancel.The length of the arm are from 0 to 1 m and filled 70.7% of the container:

Like that no torque on A3 due to the lack of springs and the 2 black arms receive a negative torque. Maybe the force on A2 work around A3
Or I place that device on the gray disk in rotation:
