Does Japan need economic aid or it wealthy enough to look after itself?

After the 1993 'quake, Japan 'bounced-back' economically & allowed it to renew some of it's infrastructure in the process. Obviously this is a more catastrophic event, but does the country have enough money to rebuild during the economic downturn and will those most at risk be protected? Are their comparisons with the economic disparity found after the New Orleans hurricane?

The Japanese have plenty of dollars, and they will rebuild. A lot of work to be sure, but they will do it.

In the short term, they will need disaster aid. Food, water, shelter, medical, transportation, etc.
In the long-term, this will likely stimulate the Japanese Economy.
