I am doubtful that the voltages will be anywhere near the same. As all matter on the planets are enclosed in negative electron shells then our overall charge [ looking from the outside] will be negative. Giant planets like jupiter will of course be much more negative but as they are in a different orbit to us little repulsive effect will be felt even when we are in conjunction.
