General Science / How did these long ice crystals form?

On February 10th, 2018
Ice Crystals.pdf (877.18 kB - downloaded 170 times) I was out hiking near St. John's, Newfoundland (Canada), and came across crunchy patches under foot. Closer inspection revealed long slender ice crystals that had "grown" out of the frozen mud, each holding up a little pebble/piece of gravel. I'd love to know more about why these might have formed, and what conditions caused them. I have hiked there often in the winter, but only seen the crystals on that one day.
