Strictly speaking it's the frame-rate rather than "shutter speed".

Thats rubbish, no blurring and no change with increaced engine speed, I go not believe helicopters operate at a fixed rate rpm, and even if they did, trying to match blade pitch with increaced fuel load would not b3 precice enough, click bate all over . The outer blades are no more blurred than the inner too.

I was also surprised that the rotor speed should be so constant - at least until they gain speed in horizontal flight.

It is, at least in principle, possible to synchronise the frame rate to the rotors.
An obvious (if approximate) way to do this would be to use the sound from the blades.
However, just from the "look" of the thing, I think it's fake.
I suspect it's a model on a string.

That's an interesting youtube channel: standupmaths.
