Why Does Water Evaporate So Fast Outdoors?

Why does water evaporate so fast? Outside, of course I mean. It never does inside. In a waste basket. In a toilet. You couldn't use your commode if it was empty that fast. Yet outside, it seems to do it in minutes. Even when it's freezing or about freezing outside, the water evaporates in minutes, as I said.
Why?

Basically 3 things affect evaporation; temperature, humidity and air flow. It makes no difference if you are indoors or outdoors.

It doesnt evapourate in the uk all that fast at present, especially at night even if it is mild, as a guess the solar radiation probably has an effect.

If it is Freezing outside, still Water seems to be disappearing, then it might be Sublimation.
