When I copy a scratched cd to a new writeable compact disc, the new cd
seems to work perfectly (doesn't skip or have corrupt data). Why would
the cd-burner be able to read information that my cd player is not
able to?

It could be something as simple as your CD burner not being as precise as the CD player; more tolerant of slightly dodgy data.
