Why does my dog lick himself to sleep?

When Rocky is tired he will lick himself or my foot or arm really slowly like he can't keep his eyes open but he licks until his head falls down and tries to keep licking right up until snoring!
Could this be a sign he was weaned too early... he also wants to suck on your skin or the soft silky edge of the blanket.. On my leopard skin bedspread he wants to suckle that!
Why does he do this?
Here he is playing .. he is the Pitbull!

There could be a number of reasons for such behaviour, premature weaning being just 1.

OK.. He is super gentle and quite baby like.. he is a bit passive aggressive as far as listening when he is called, or when trying to get him to move off the bed to the bottom or up the hall so I can walk! he pretty much wants to lay there kind of defiantly resisting.. LOL I must say I have had to really use more authoritative Mommy voice with him, and clap my hands and tell him to move or get up! LOL He then jumps up and moves as if he just heard me.. He goes in in two weeks for his last shots and check up! I am a couple months late as I have been back and forth between doctor stuff.. but it is his turn and I want them to check his ears.. for hearing...
But he still behaves like a puppy that he is.. but he is barely 1 year old.This suckling behavior carries through to climbing on my lap and licking my injured arm and my chest below my chin.. I constantly move him away as It is getting annoying.. At first I felt like he just sensed I was sick but now I wonder if it is more a mommy weaning thing..
He is a great dog and gentle as can be... very sweet and likes to lay with you with his head as close to yours as possible! Then he sighs really big and begins snoring quite loudly after his licking routine...
