Which new mobile (cell) phone is best?

I'm shopping for a new phone (dropped mine in the lake.) Are there any advantages or disadvantages to the different systems - Android vs Windows or LTE? I am looking at a Samsung Activ S and a Sony Xperia Z (waterproof). The Samsung is Windows and the Sony is LTE. The Galaxy I dropped in the lake was Android.

Technology wise samsung phones are the best , and look wise iphone
