Anyone who can be bothered to look on wiki would find that silicon is certainly a non metal and that germanium is (at most) a semi-metal.
As I see on Wikipedia, both are in the same group of metalloids.

It's possible that "coal" here is a linguistic glitch and the OP means carbon rather than the stuff dug out of the ground and used as fuel.
