Those most at risk self isolated for months. To avoid a second lockdown those who can't wear masks could be asked to stay home.

I find it hard to believe than many people can't wear a mask. How many muslim women are "excused burka" on medical grounds? How many people would rather die in a depressurised aircraft because they are scared of oxygen masks?
If you can't or won't wear a mask, you should be required to take a test for live virus before leaving your home. If you choose not to wear a mask, you should not receive free medical treatment for respiratory disease.

Should "not-committing-murder" be made compulsory?
Isn't it affront to my rights as a free man to go around killing people on a whim?
The people who don't think that we should be expected to wear masks seem to take an... unusual... view on that issue.
There are a vanishingly small number of people who really can not wear a mask.
Most of them are so ill that they shouldn't be out in public anyway.

I heard mask deniers were responsible for 30% of spread. If that is right, the measure would reduce an R0 0f 1.4 to 1.
On the topic of R0, it would be good if they gave the translation into time to double or halve the daily new infections.
