Cold fusion showed some promise. It seems that now most folks suspect that something is actually going on. From what I can glean from the descriptions if the experiments, it seems that the reactions happen at the surface of the palladium. The most repeatable experiments seem to be with specially constructed anodes designed for maximum porosity.

It should be possible to achieve local conditions of extreme heat and pressure at very small scale. There may be some dynamic of the plating process that does this.
