I've been to the wax museum in San Francisco. It's awesome and these pictures display it well. I consider it nicer than the LA one. Great pictures by the way!

I think it is Whacko himself. It's actually not a bad likeness, from what can be seen. But Ken Dodd is only given away by the hair, his teeth need some attention, to say the least.

The only other one I can make out is Telly (Who luv's ya baby) and maybe that's Sid James or Frank Bough on the far left.

If that's supposed to be Steve McQueen to Ked Dodd's right, I'm not surprised he died, he looks dreadfully ill there.

I had your Steve McQueen down as Jack Nicolson, (but neither have a cleft / dimpled chin like waxwork #3). I don't think Steve / Jack is supposed to be that colour, looks like he's bloomed like a chocolate bar that's past it's best-before date.
