Does "0≠0" Math?

I think I may have figured it out.

Qm = Quantum Mechanics
Up = Universal Physics

Universal Field Equation:
Qm<Up/Up>Qm
  or
f(x)≠0
f(x)≈0/∞
 or
y≤±1

Does it Math?

I don't see any equation shown in the text or the attachment... (there is no "=" anywhere other than defining Qm and Up)

Can you try to explain it in words as well? Just the expressions themselves are confusing (what kind of math are you doing? it looks almost like operators, but I'm not really sure.)

Ya I was picturing Physical universes and Quantum universes as separate universes entirely. The "=" signs are on the written page, but go along the Y and Z axis and alternating <≠>≠< along the X axis. I also broke down the X axis into at least 2 sub-axis. Xa=(<≠>≠) and Xb=(>≠<≠>).

I revised it to
0≠0
0≥±1
