It's not discrete, but to you it will be.
I would call it a flow, but it depends on from where you look at it.

You mentioned Plank time. ... if this is defined as the smallest interval of time that has any meaning, beyond which it is not possible to further sub-divide time, then, surely, we must regard this as the quantum of time. 

But is it?
There are other planck units eg Planck mass = 0.02g, and Plank resistance = 30Ω (I think) but we don’t consider these indivisible or quanta.
I thought it is more the time and length at which quantum gravity is likely to be more important than large scale gravity, and even then only a guess.

It's an interesting way of looking at it, and, in some ways, has more going for it than "the smallest interval of time that has any meaning".
