I can use my old idea about that device (the top of the device is fixed to the ground):

So to create/destroy the energy it is necessary to have a volume.
Blue color = blue spheres attracted from the green line (small like molecules of water so I drew a blue color). There is no mass but friction. I didn’t draw all the springs but each sphere or empty shape has a spring. I attach the blue sphere or the white shape not in the center but at the edge (outer). There is no friction at every conctact, one sphere or empty shape receives only one force from friction. The sum of moment on each sphere or empty shape is 0 Nm so I can turn them without any energy. I don’t need any energy to rotate the blue sphere or the empty shape but I win the heating from friction and I win the difference of length of the springs. One force from friction helps to reduce the length of the spring but the other for the other sphere need an energy, the mean must be at 0.
