Yes. Because your mind knows what to expect it can pick it out much better. The same thing happens with people claiming to hear ghosts talking in "white noise". What are actually just random sounds, now and then will produce something almost resembling a word or sentence. Then when they go around saying "listen to this, it says
I was murdered!
" Others can hear it clear as day.

The above examples of sine wave speech are not like hearing voices in noise, (audio
paredolia
), in that they are not random: they are derived from speech, and once you have heard a few before-after examples you can understand further examples on first hearing.
Sine wave speech is similar to what people who have a
cochlear implant
hear.
