From the very long shadow and the warm hue give to the concrete I can deduce the photo was taken at close to sunrise or sunset, I'd say about ten past six in the morning.
EXIF metadata helped determine that it was sunrise rather than sunset ...I could have guessed it was a phone camera from the resolution, without looking at the metadata.
