It's not discrete, but to you it will be.
I would call it a flow, but it depends on from where you look at it.

There are other planck units eg Planck mass = 0.02g, and Plank resistance = 30Ω (I think) but we don’t consider these indivisible or quanta.
I thought it is more the time and length at which quantum gravity is likely to be more important than large scale gravity, and even then only a guess.

It's an interesting way of looking at it, and, in some ways, has more going for it than "the smallest interval of time that has any meaning".
