Nope.  A vacuum cleaner has an electric motor attached to a fan.  The spinning fan has a low pressure and a high pressure side.  The high pressure air is blown out of the vacuum into the house and the low pressure side leads to a hose that sucks in air due to the pressure being lower at the fan inlet than ambient pressure.

Pressure is the force that atoms or molecules impart on a surface.  Pressure will increase if the temperature rises, the volume decreases or the number of molecules is increased.  If 2 areas of different pressure are exposed to each other the pressure will equilibrate by the flow of molecules from the high pressure area to the low pressure area.

I confess. Having stipulated the vacuum pump above, I wanted here to make an answer according to the pressure.

I read his post to say that all matter has a repulsive force (pressure) on other matter.  I was more or less guessing at what his garbled post was trying to say.
