If soldiers work that doesnt mean they can be called civilians.
A group of predators under the leaderships works towards the hunting of animals. They are not soldiers precisely but work for their food. It is the discipline and strategy which makes them an army. Random attack is not a sign of army.
The worker bees carry out pre plan strategies to protect the Queen bee(from other groups from the same species) or invade and conquer the habitat of different group of bees(same or different species).
It is as simple as that.
