Ok now as 3D beings we are as gods to Dash. So let’s play a little game he will not even perceive. 
Let’s take his 1 dimensional world and wrap into the 2nd dimension. His world is infinite so we can’t make a circle so we’ll make a spiral. 
Ok time for the mind experiment. 
If we make one assumption – the conservation of angular momentum persists over inter dimensional barriers. 
From our POV it’s obvious that the closer you get to the centre of the spiral the faster things move and visa-versa the further out the slower. Imagine stirring a coffee or an ice skater in a spin or the planets.
But from Dash’s POV regardless of which way he looks, because of the speed difference everything is moving away from him and the further away they are the faster they are receding. 
Sort of sounds like the observed Red Shift that lead to the Big Bang??"
