how many tRNAs in an organism?

My lecturer said the number of tRNAs varies between 20-61 depending on what you try to relate it to.
However,I predict a number of 61 is correct as there are 64 codons,but 3 stop codons so 61 codons can be paired with 61 different tRNAs.Is it correct?
Does the number of tRNAs vary from one species to the next?
If the number of tRNAs is fewer than predicted,doest that mean a wobble phenomenon occur?
