Can We Restart and Re-Program Old Defunct Satellites?

Can we use a satellite dish, to send messages, to old defunct satellites, to switch them on, and use them in a toying way?
They stay up their as space junk for a while, still in tact, solar cells and all, just in wobbly orbits.

I expect the two main problems are lack of manuevouring fuel and deterioration due to the cosmic ray bombardment.

...And its claws are as big as cups, and for some reason it's got a tremendous fear of stamps! And Mrs Doyle was telling me it's got magnets on its tail, so if you're made out of metal it can attach itself to you! And instead of a mouth it's got four arses!
