The entire pubic area is a smorgasbord of bacteria and fecal matter, that's why...

As far as men.
Very few men piddle on their hands.
But, they will handle their Willy...  which isn't sterile.

Not that anything on the body is sterile, but there is a class of diseases that hang out around people's privates.

It is also not a bad idea to wash one's hands a few times a day.  Like checking one's oil at the gas station.  One could do it other times, but it is a convenient place to check the oil.
